The picture frame item comes from the statue. This comes from the marble block, then at level 4 you'll be able to start to draw items from it. Keep merging the statue to level 8 if you can to get better items from it. The statue will usually give out broken vase. Keep merging these broken vase to level 5 to get the painting frame.
