When you got a new character and it's saying coming soon how long does it take for that character to pop up?

If you mean in the places where you get gifts and trade in things like watches to level the character up, you get the new character when you've met the requirements (which usually include leveling up a previous character to a certain level). You can see the requirements in the area that shows the new character.
