I payed for 60 gems and it did not give me anything!

I purchased £2.99 gems and they didn’t come through but it took a payment. Second time round I had to purchase the gems again and be charged for them again of £2.99

I’ve just paid $15 for 250 gems and it just keeps loading and not proving the gems!
