I did have a Seel with both ice shard and ice wind. I evolved it now and I lost both of these attacks..

I did have a Seel with both ice shard and ice wind. I evolved it now and I lost both of these attacks, which is from a communtiday or an event. Is that supposed to happen? Can I get these to attacks with normal fast til and Charles tm, since I allready have had the to special attacks?
