It means they sent out a troop to spy on your settlement to get information. Sending a Recon will give you a report about your settlement’s defenses, including which heroes patrol the barricade, as well as knowing how much resources you have. This way they will know if they can attack your settlement or not if they have enough battle power to defeat you.
