Aryafortis Answered:

Your chief power, troop power, and rally capacity all depend on the level of your buildings in your settlement. Chief power is a combination of the upgrades in your settlement and your heroes, troop power refers to the training level you give through the garage, barracks, and range, while rally capacity is dependent on the level of your assembly point. Try your best to level up your buildings so it can be the same as your headquarters.
