Research devolpment to get 5 marching slots I suspect the 6th can only come from raising your VIP status the particular node to research is called leadership and as I said it's under the development node in the research lab.

Research leadership under the development section. You will need to increase HQ to get access to it though. The max you can get with research is. You can upgrade this to 6 with VIP purchase.
