Is there any advantage in re-sending the same hero on the National Quest missions?
And do I need to keep sending him with a full compliment of troops?

For National Quests you send a legion each time, you cannot send more than 1 legion to the same quest at the same time.
There is no benefit to the heroes in the legion (no exp earned for them) and no minimum requirement for troops, so you can send a legion with any hero and only a few troops.
