Era breakthrough is a continual event where you achieve bonus awards by upgrading your City Hall up to level 25. There are rewards as you progress through the levels, but the final award is when you get to level 25.
The rewards are great, and sometimes include gems, it's one you should definitely look into trying to complete as you do need to upgrade your City Hall regularly in order to raise the levels of your other buildings anyway.
You can find out about your progress in the Era Breakthrough event, by tapping on the scroll in the top right o fhte game screen and selecting Era Breakthrough from the list on the left. If you don't see it, then it means the event has probably stopped for now, but may come back again at a later date.
