That is not an easy question. Each hero offers certain extras. You have to research each one to figure out what hero is best for what you are trying to accomplish. It's not a just one is the best for battle against any other hero it depends on what counters what.evolving your hero to max is your main goal. Only certain heros increase march capacity. Do your research and choose the hero that suited for your needs.
What are the citadel upgrades requirements?
It depends on the level. It takes a certain amount of resources and certain buildings have to be upgraded first.
I just discovered that you have to get your 3 star heroes to level 71 before evolving 2 star heroes.
