Can you remove flowers once you plant them in the flower garden area?
I'd like to see what looks best where, but I'm afraid if I plant something it will be permanent.

You can switch them to another flower whenever you like - with a preview, so you can see which flowers look best. But the flowers will wither and die after about 1-2 weeks, so you have to replace them anyway eventually.
