I cannot get through level 28. Help?

Level 28 is a hard level where you need to clear the rocks and dandelions to let the seed box fall to the bottom. Keep matching next to the rocks to clear them but look for opportunities to make rockets and bombs to clear more of the obstacles quickly. If you are able to make combos of these items or with lick a magic potion to combo with you will be able to clear a lot of the obstacles quickly. There will be some luck involved so just kep trying until you get the boosters you need.
