I have level 5 HQ and when I try to rally against other players error shows up but I can rally against..

I have level 5 HQ and when I try to rally against other players error shows up but I can rally against Wendell.

When the error comes, it says to contact the game developers or leave them feedback but I don't see any feedback option. Can you please help?

I've not seen an error like this so possibly its a game bug. Unless there is a warning about attacking higher level players. To contact the developers you can tap on the 'Support' option which is a sign just next to your base building in your city.
