Red envelopes appear in the chat from time to time when an alliance member reaches a milestone base level E.G. 20 or if an alliance member buys diamonds to give to others.

When they appear you can shake your device to collect a random number of diamonds from it.

Top right of the chat screen has a little red packet icon. Click this icon and it will give you various options for sending packets of diamonds to either your alliance chat or your state chat. You can also select the number of people to receive the diamonds and the number of diamonds you wish to gift.

I have the diamonds and I want to give some away. I can't do it because it says I "Insufficient items:Red envelope". How do I get the red envelope so I can give my diamonds away?

Unfortunately the game doesn't let you give your own diamonds away. To get a red envelope you have to buy diamonds with money and then send them.
