Go to settings then Manage, click on the Merge Alliance”. Before you do that talk to the alliance you wanted to merge, and offer merging. Discuss everything before you click Merge. Be sure you will win as the R5 when merged.

I send annex to an alliance but their alliance commander has not got it. I am getting message --"the alliance population can not exceed after merging"AppGamer Replied
All alliance centers of the annexed alliance will disappear. Honor structures will be recalled and the players can then place them again at the new alliances centers when the merge is complete.AppGamer Replied
The total players for both alliances must not be more than 100 as they will be added together. You may need to kick out some members to get the total down to the right level. Guest Replied
