What does the technology "Depot Expansion" modify?

What does the technology "Depot Expansion" modify? It does not seem to modify the amount of resource storage in any of my storage depots (lumber, iron, food, etc).

Depot expansion does increase the size of the base storage available for resources. If you have already been building and upgrading the storage buildings for your resources though it will be hard to spot the difference in amounts as the depot expansion is small in comparison.

What is "small"? According to the tech, the first increase is 90,000 units. That doesn't seem small, unless the units are somehow scaled unusually.

Depending on your level. For example by level 18/20 the depots for each resource would need to have reached around 10-12 million each or more.
