How come I can't have a fourth formation after the new update says I'm able to?

How come I can't have a fourth formation after the new update says I'm able to? I am at base 15th.

You should have the option to add another barracks (for the formations) when you reached base level 15. Check in your Build menu under 'Military'. There should be 3 separate 'Barracks' entries there. If one is still locked (padlock symbol) see if it says the reason for it being locked.

You say base lvl 15 3rd is locked and says base lvl 18 but I've seen smaller bases with 4 formations why

When you attack a base it will be defended by the APC formations that it has (assuming they are at home and active), plus any reinforcement APCs from their alliance members if they have been sent, and then also a final formation made up of any spare troops that they have not in the APCs. This can mean there being more defending formations than APCs unlocked.
