How can I transfer state? I'm in level 6

Once you reach level 6 you can not move fully to a different state. You can wait until you are Level 10 and the state immigration event to open for your state, this will cost money to buy the tickets needed to move.
Alternatively, start a new game and move that city before you reach level 6.
