My farm base is level 9.. need to change state to my main base in 357 state.. how is it possible now?

You can only change states up to level 5.

You can only change state for free before you reach level 6. (and in the first 15 days). After that you can wait for the State immigration event to open for your state which will be in a few months time and you can then pay to move after you reach level 10.

If you are just setting up a farm account it will be easier to just start a new game and abandon the one you have now. Make sure to move the new account as soon as you can.
