Can be useful for completing some goals but in general no.

Yes, the basic tower is, in essence, an easy access tool to help start out any levels, and is fairly easy to max out

Also it can be fully refunded at level 10 to make room money for better towers, so might be useful for mining as much as possible without wasting money on towers 0 0 REPORT
