What is the outpost cheat to move your fleet?

Once you have the final mining platform, make all mine within its area. Then use a recon ship with a fully engine upgrade and move it next to the city you want to attack.
Next reinforce it with a miner and build an outpost. Once built there is no need to send your fleets, you can just move your base and you will travel instantly.
