My internet connection was too weak at first. Made sure my connection was better and then closed and reopened the game. Third time I opened the app the map came up showing that I had been promoted. Good luck.

iPhone 6s. I deleted the game from my phone then redownlodee it. Lost a little bit of headway (new car and such) but got a lot of gems back. Try this, hope it works! Best of luck!
