How do I increase the amount of troop I can fight with?

How do I increase the amount of troop I can fight with? I have over 100,000 ? But can only send 61,000. Also not sure what happened but I killed a level 19 zombie at 280,000. But now I only have 230,000 battle power. I need some help with this please
