Its not working for me. When I checked the map it said it was somwhere in the pier

Milo is the secret note writer go to him and he will tell you a riddle go to the neighborhood and dig up a rock pile and you will find the key. Then go to the stand where you can play kitty city mysteries and the sapphire treasure chest. then return to Milo at the pier to tell Milo and Krissa then go to shady Dave to complete the quest
